Moving away from the site's historically inward-facing, isolated footprint, the masterplan establishes a permeable urban structure that integrates 1,000 new dwellings, expanded public spaces, and targeted mid-to-high-rise development to create a safe, activated, and resilient city centre.

Built Form and Catalyst Development
The architectural guidelines establish a perimeter block layout that champions human-scale streets while accommodating significant density. Mid-rise forms (5-10 storeys) step up to a prominent 25-storey gateway tower at the Clow Street and Palm Plaza intersection. At the street level, the design mandates narrow, fine-grain shopfronts and robust, tactile materials—pairing board-formed concrete with warm timber grains—to ground the buildings and promote a highly textured, engaging pedestrian experience.
